During a meeting held on Monday, July 15, 2023, the chair of Bedford Borough Council's Planning Committee, Councillor Jonathan Abbott, acknowledged that the forthcoming decision regarding the salon’s application might not satisfy everyone. This sentiment underscores the contentious nature of the case, which has garnered significant community interest and participation.
Background of the Application
The application under scrutiny seeks to convert the garage at 37 Woodpecker Gardens, Wixams, into a hair salon. The proposal received a substantial amount of public feedback during the consultation phase, with 149 representations submitted, 144 of which were in favor of the change.
Despite the overwhelming public support, planning officers recommended rejection of the application. Gideon Richards from the council’s planning department pointed out that the salon could negatively impact the amenities of neighboring residents, a concern that resonates with the principles outlined in the Local Plan.
Voices of Opposition and Support
Two members of the public expressed their objections to the plans during the meeting. Nici Matthews, while supportive of new business ventures, emphasised the logistical issues posed by the salon. She highlighted problems related to inadequate parking, noting instances where driveways were blocked.
Conversely, applicant Raj Sondha argued that the planning officer's concerns about noise and community disruption were contradictory to the feedback from environmental health and highways. Sondha described his salon as a small, non-invasive business beneficial to the local community. He further explained the challenges he faces due to the council's recommendations to reduce commercial units in Wixams town centre, leaving him limited options for relocation.
Site Visit Proposal
Considering the various perspectives, Councillor Abbott proposed a site visit to better understand the location and setting of the proposed salon. He stressed the necessity of balancing support for local businesses with the potential impact on nearby residents.
"This location is at the end of a cul de sac with very restricted parking," Abbott remarked. "It would be remiss of us not to actually go and have a look at the setting."
The committee agreed to conduct a site visit before making a final decision, acknowledging that this thorough approach aims to result in a balanced resolution, although it may take additional time.
Looking Ahead
Councillor Abbott concluded the discussion by highlighting the complexity of arriving at a decision that satisfies all stakeholders involved. "This is one which I think we’re going to take a little while to get to the right solution," he stated. "But hopefully we will come up with something reasonable to move forward."
